The speed in which the page displays (or renders) depends on many different factors and what you see is the end result of all of those.
Firstly, the place you are going to (i.e. the server) has to be up and working. This is usually 99.9% of the time. Then the place you are going to has to be found using DNS (i.e. a phone book for the internet) this can sometimes be incorrect or out of date. Then the page has to be download over the internet at your bandwidth (speed) in little bits, to your modem.
It is then passed on to the computer that made the request.
The computers web browser which relies on hardware and software then builds and displays the website. All this is done in what can be no more than a few seconds.
As you can see there are many components that contribute to a “slow internet speed”: Servers, DNS, Bandwidth, Modems, Routers, Computers, Operating Systems, Software.
